House Bill 20-1155 Summary

• Colorado Energy Office must develop consumer education and guidance about leased and purchased solar installations in consultation with solar industries.

• Builders of new single-family detached residences must offer buyers the opportunity to include solar prewire options (photovoltaic systems, thermal systems, wiring upgrades, or conduits) in the residence's electrical or plumbing systems.

• Builders must offer buyers options for electric vehicle charging systems, including a full charging system, wiring upgrades, or a 208-240 volt receptacle in an appropriate parking area location.

• Builders must offer buyers an efficient electrical heating system option, including electric water heaters, boilers, furnaces, or heat-pump systems, along with pricing, energy efficiency, and utility bill information for all available options.

• Requirements apply to contracts entered on or after the effective date (August 5, 2020) for new single-family owner-occupied detached dwellings, with exemptions for sales inventory, model homes, and manufactured homes.
