Clarifies that ballot stub requirements (perforated lines, numbering) do not apply to ballots used in mail ballot elections.

Extends the deadline for amending nomination petitions in mail ballot elections from the 66th day to anytime prior to 63 days before the election, and allows candidates to withdraw up to 63 days before the election.

Modifies the voter affirmation on mail ballot return envelopes to reference "residence and post office address" instead of "residential address."
