• Exempts housing authorities from tap fees imposed by water conservancy districts
• Exempts housing authorities from development impact fees imposed by water conservancy districts
• Amends Colorado Revised Statutes section 37-45-130 to add housing authority exemptions to existing exemptions for state and local governmental entities
• Takes effect at 12:01 a.m. on the day following the 90-day period after final adjournment of the general assembly (August 5, 2020 if sine die is May 6, 2020), unless subject to referendum petition
• If a referendum petition is filed, the act will not take effect unless approved by voters at the November 2020 general election
