Relocates the definition of "alternative fuel" from section 25-7-106.8 (Colorado clean vehicle fleet program) to section 24-30-1104 (department of personnel functions regarding motor vehicle fleet system).

Defines "alternative fuel" as compressed natural gas, propane, ethanol, electricity, clean diesel, or reformulated gasoline that reduces carbon monoxide emissions and brown cloud pollutants, excluding any fuel containing methyl tertiary butyl ether (MTBE).

Updates four statutes (39-22-516.7, 39-22-516.8, 42-4-508, and 25-7-122) to reference the new location of the "alternative fuel" definition instead of the repealed section.

Repeals section 25-7-106.8 entirely, including the Colorado clean vehicle fleet program provisions that are no longer referenced elsewhere in statute.

Takes effect August 5, 2020, subject to a ninety-day referendum petition period, or upon approval by voters in November 2020 if such petition is filed.
