Prohibits employers from requiring union membership, payment of union dues, or payment to charities in lieu of union dues as a condition of employment or continuation of employment.

Creates criminal penalties of up to $1,000 fine and/or up to 90 days in county jail for violations, with civil remedies allowing injured parties to recover damages and reasonable attorney fees.

Authorizes the attorney general and district attorneys to investigate alleged violations and prosecute violators.

Declares all-union agreements void if they violate employee rights under this article, except those approved by majority vote or three-quarters of employees voting (whichever is greater) through secret ballot elections.

Does not apply to employers and employees covered by the federal Railway Labor Act, federal employers, exclusive federal enclaves, or where it conflicts with federal law; takes effect August 5, 2020, subject to referendum petition requirements.
