Exempts routine and emergency maintenance of county-owned gravel or dirt roads from excavation notification requirements when performed by county employees and not disturbing more than 6 inches in depth.

Requires that exempt maintenance activities must not lower the existing grade or elevation of the road, shoulder, and ditches.

Allows underground facility markings for annual road maintenance by government agencies on unpaved roads to remain valid for up to 180 days instead of the standard 30 days.

Amends Colorado Revised Statutes Section 9-1.5-102 to add the new exemption to the definition of "excavation" and modifies Section 9-1.5-103 regarding marking validity periods.

Takes effect August 5, 2020, unless subject to referendum petition, in which case it requires voter approval at the November 2020 general election.
