The Department of Transportation shall study rural state highways to identify portions where speed limits can be safely increased without endangering public safety.

The Department must consider highway straightness, surface quality, adequate shoulder space, safety of vulnerable road users, and other discretionary safety concerns when identifying eligible highway segments.

The Department shall prioritize highways that connect rural towns to cities, provide access to public or private schools, and are relatively heavily traveled.

The Department must complete the study by March 1, 2021, and include findings and identified highway segments in its next annual report to the legislative committees of reference.

This new subsection (3.5) is repealed effective July 1, 2022, making this a temporary directive for a one-time study and recommendation.
