Eliminates the scheduled repeal of the Colorado Kids Outdoors Advisory Council from July 1, 2020, by removing it from the sunset review list in C.R.S. 2-3-1203.

Repeals the statutory provision creating the advisory council structure in C.R.S. 24-33-109.5(4), which previously consisted of four ex officio members and two appointed members with outdoor recreation and environmental education expertise.

Removes the definition of "advisory council" from C.R.S. 24-33-109.5(1)(a) and modifies grant selection procedures to allow the executive director to select grant recipients using criteria established in rule without requiring advisory council recommendations.

Implements recommendations from the 2019 Department of Regulatory Agencies sunset report regarding the advisory council.

Takes effect August 5, 2020, or on the date of voter approval if a referendum petition is filed within the ninety-day period following adjournment.
