Creates the Outdoor Recreation Industry Office within Colorado's Office of Economic Development, with a director designated by and reporting to the Director of Economic Development.

Establishes that the office serves as Colorado's central coordinator of outdoor recreation industry matters, including resource development, industry promotion, and connection with businesses and communities relying on the outdoor recreation economy.

Requires the office to make recommendations informing the Governor's policy on outdoor recreation industry matters and to coordinate support through economic development, conservation, stewardship, education, workforce training, and public health initiatives.

Declares Colorado's outdoor recreation industry vital to the economy, employing over half a million people and generating billions in tax revenue while drawing millions of visitors annually to the state's 22 million acres of public land and diverse natural resources.

Takes effect 90 days after final adjournment of the general assembly (August 5, 2020), unless subject to a referendum petition requiring approval by voters in November 2020.
