Authorizes the Division of Oil and Public Safety to use up to $2 million from the petroleum cleanup and redevelopment fund for the 2020-21 state fiscal year to develop fuel-cell electric-vehicle fueling infrastructure through public-private partnerships.

Requires that the use of funds be determined by the division director to enhance environmental protection and benefit air quality.

Allows any of the $2 million not expended or encumbered during 2020-21 to be spent during the 2021-22 state fiscal year.

Requires the division to consult with the Colorado Energy Office, Department of Transportation, and Department of Public Health and Environment in implementing the grant program.

Repeals this subsection effective July 1, 2023, making this a temporary authorization.
