HB20-1194 Summary

• Extends the American Red Cross Colorado disaster response, readiness, and preparedness fund voluntary contribution line on state income tax returns by 5 years, from expiring January 1, 2020 to January 1, 2025.

• Amends statute 39-22-4302 to specify the contribution line appears on tax returns for income tax years commencing on or after January 1, 2019.

• Changes the repeal date in statute 39-22-4304 from the sixth income tax year following certification to a later date, unless the General Assembly continues or reestablishes the program.

• Adds the American Red Cross Colorado fund to the list of voluntary contributions in statute 39-22-1001(1)(b) that are exempt from sunset clause requirements.

• Takes effect August 5, 2020, subject to possible referendum petition and voter approval in November 2020.
