Appropriates $500,000 from CARES Act funds to the Colorado 2-1-1 collaborative for COVID-19 related human services referral and intake services through December 30, 2020

Expands 2-1-1 services to include COVID-19 test site location information and referrals regarding equity, access, or discrimination in employment and health access

Extends liability immunity protections to the Colorado 2-1-1 collaborative, service providers, employees, and financial supporters similar to protections afforded to 9-1-1 emergency services, except for intentional acts or gross negligence

Adds definition of "Department" as the Department of Human Services and clarifies that human services referral service providers are authorized entities under the 2-1-1 collaborative

New subsection (3) of section 29-11-203 automatically repeals on July 1, 2021, ending the COVID-19 specific grant and service requirements
