Reduces the minimum annual attachment point for stop-loss health insurance policies issued to small employers (1-50 employees) from $20,000 to $10,000 per individual per year.

Lowers the minimum retention amount for larger employers under excess loss insurance requirements from $15,000 to $10,000 per person per plan year.

Reduces the minimum annual aggregate attachment point for small employers from $20,000 to $10,000.

Applies to policies issued or renewed on or after January 1, 2021, subject to voter approval if a referendum petition is filed within 90 days after final adjournment of the general assembly.
