Extends the repeal date of the Coal Mine Board of Examiners from July 1, 2020 to September 1, 2029, allowing the board to continue regulating coal mine workers for nine additional years.

Requires the Coal Mine Board of Examiners to undergo review by the General Assembly before its September 1, 2029 repeal date in accordance with standard sunset review procedures.

Updates the board's composition language to clarify that the Department of Natural Resources Commissioner serves as a nonvoting ex officio member.

Modernizes shot-firer certification requirements to allow use of a digital gas detector in addition to or instead of a flame safety lamp for detecting inflammable gases in coal mines.

Implements recommendations from the 2019 Sunset Report by the Department of Regulatory Agencies through technical corrections and updates to coal mine worker examination and qualification standards.
