Removes the July 1, 2020 repeal date for egg dealer licensing regulation and reschedules repeal for September 1, 2031, with the sunset provision itself expiring September 1, 2033.

Expands egg dealer licensing requirements to include "other eggs" (eggs from any avian species except domesticated chicken) in addition to poultry eggs, as designated by the commissioner by rule.

Allows the commissioner to promulgate rules exempting small producers of other eggs or dealers of other eggs from article 21 provisions while preserving their ability to voluntarily obtain a dealer's license.

Changes civil penalties collected under egg dealer regulations from the inspection and consumer services cash fund to the general fund effective immediately.

Applies the act to offenses committed on or after the bill's effective date and declares the act necessary for immediate preservation of public peace, health, or safety.
