Extends the repeal date of statutes governing home warranty service contracts from July 1, 2020 to September 1, 2026.

Adds home warranty service contract regulations to the list of agencies and functions scheduled for legislative review and repeal under section 24-34-104.

Clarifies that lending institutions cannot require purchase of a "home warranty service contract" as a condition for granting home financing, changing the terminology from "home warranty insurance."

Implements recommendations from the 2019 sunset report by the Department of Regulatory Agencies.

Declares the act necessary for immediate preservation of public peace, health, or safety.
