• Continues the Water and Wastewater Facility Operators Certification Board by extending its repeal date from September 1, 2020 to September 1, 2031, with the sunset provision itself expiring September 1, 2033.

• Creates the Water and Wastewater Facility Operators Fund in the state treasury to receive certification fees and appropriated money, with the board authorized to spend fund money for program administration subject to annual appropriation.

• Requires nonprofit corporations administering the certification program to remit $5 of each new and renewal certificate fee to the state treasurer for deposit in the fund.

• Expands definitions of "domestic wastewater treatment facility" and "industrial wastewater treatment facility" to exclude on-site systems with design capacity of 2,000 gallons or less per day unless discharging to surface water, and excludes construction dewatering using only passive treatment lasting less than one year.

• Appropriates $24,815 from the water and wastewater facility operators fund to the Department of Public Health and Environment for the drinking water program in fiscal year 2020-21.
