Repeals article 33 of title 11 of the Colorado Revised Statutes, eliminating the regulation of marijuana financial services cooperatives.

Removes the September 1, 2020 sunset date for marijuana financial services cooperative regulation from the general assembly's sunset review schedule.

Eliminates court of appeals jurisdiction over final actions and orders of the state commissioner of financial services related to marijuana financial services cooperatives.

Repeals provisions allowing marijuana tax cash fund money to be appropriated for start-up expenses of the division of financial services to regulate marijuana financial services cooperatives.

Takes effect September 1, 2020, subject to referendum petition; applies to conduct occurring on or after the effective date.
