Authorizes the Peace Officers Standards and Training (P.O.S.T.) Board to establish a scholarship program for law enforcement agencies in rural and smaller jurisdictions with limited resources.

Scholarship funds pay tuition costs for peace officer candidates to attend approved basic law enforcement training academies.

Recipients must be employed for at least three years by a law enforcement agency in a rural or small jurisdiction after training, or they must reimburse the P.O.S.T. Board for training costs.

Scholarship funds come from money collected and transferred to the P.O.S.T. Board cash fund pursuant to section 42-3-304(24), subject to available funds remaining after administrative costs.

The P.O.S.T. Board shall promulgate rules necessary to implement and administer the scholarship program, with "rural" defined as areas designated as rural by the Federal Office of Management and Budget.
