Establishes coverage requirements in Colorado's medical assistance program (Medicaid) for "routine costs" associated with participation in approved clinical trials for eligible individuals with life-threatening or debilitating diseases.

Defines "approved clinical trials" as Phase I, II, III, or IV trials that are either FDA-reviewed or approved/funded by federal agencies including National Institutes of Health, Centers for Disease Control and Prevention, Centers for Medicare and Medicaid Services, Department of Defense, Department of Veterans Affairs, or qualified nongovernmental research entities.

Requires medical assistance coverage for medically necessary items and services related to clinical trial participation, including treatment of complications arising from the trial, but excludes the investigational item itself, data collection services, items provided free by the trial, and items the trial is required to provide.

Limits coverage to "qualified individuals" who are enrolled in Medicaid, have a life-threatening or debilitating disease or condition as determined by a treating physician, and meet the clinical trial's selection criteria.
