Establishes a family-school partnership coordinator position within the Colorado Department of Education to support local education providers in researching, designing, and implementing research-based family-school partnerships aligned with national standards.

Coordinator responsibilities include providing access to research-based training and best practices, offering support to schools with high percentages of at-risk students or improvement plan ratings, guiding educator preparation programs, and helping local education providers use federal, state, and local funding for family engagement initiatives.

Requires the coordinator to prepare an annual report beginning December 31, 2021, summarizing recent research on family-school partnerships, available resources, innovative approaches implemented by schools, federal requirements, and funding sources.

Report must be made available to local parent and family organizations, published on the department's website, and submitted to the education committees of both the House and Senate.

Effective date is August 5, 2020, subject to a referendum petition process; if a petition is filed, the act requires voter approval at the November 2020 general election to take effect.
