• Creates the Colorado Affordable Health Care Coverage Easy Enrollment Program to use state individual income tax return information to identify uninsured individuals and assess their eligibility for health coverage affordability programs.

• Establishes an advisory committee composed of representatives from the Colorado Health Benefit Exchange, Department of Revenue, Department of Health Care Policy and Financing, consumer advocacy groups, insurers, health professionals, and tax preparers to guide program implementation by September 1, 2020.

• Requires the state individual income tax form to allow tax filers to request that the exchange assess whether uninsured household members are potentially eligible for free or lower-cost health coverage, and to identify uninsured individuals in their household, effective for tax years commencing January 1, 2021.

• Allows carriers to process special enrollment periods for uninsured individuals identified through the program without requiring additional verification of eligibility if the exchange notifies them based on information from the easy enrollment program.

• Takes effect August 5, 2020, subject to a November 2020 referendum vote; advisory committee provisions and related duties expire September 1, 2030.
