Creates the Early College Policy Development Advisory Group to design comprehensive policies supporting statewide development and funding of early college programs and P-tech schools, with interim report due December 1, 2020, and final report due December 1, 2021.

Expands the concurrent enrollment expansion and innovation grant program to include grants for dual enrollment programs, early college programs, P-tech schools, summer concurrent enrollment, work-based learning opportunities, apprenticeships, and industry-recognized certificates, with minimum annual appropriation of $200,000.

Extends funding for students in early college programs approved before June 6, 2018, allowing them to enroll in postsecondary courses in the fifth and sixth years of high school for budget years 2018-19 through 2021-22.

Authorizes distribution of state financial assistance to high school students enrolled in postsecondary courses, including eligibility for in-state tuition rates and college opportunity fund stipends.

Establishes a legislative advisory council of four legislators to provide advice and liaison services between the general assembly and the advisory group.
