Requires the Colorado Department of Education to issue a teacher license to applicants who meet all other licensing requirements and satisfy one of three conditions: having a current valid employment authorization document from U.S. Citizenship and Immigration Services, having a Social Security number issued by the U.S. Social Security Administration, or being a U.S. citizen, legal permanent resident, or otherwise lawfully present in the United States with valid identification.

Adds subsection (6) to Colorado Revised Statutes 22-60.5-201 to establish the new licensing eligibility criteria for teachers based on legal work authorization status.

Takes effect at 12:01 a.m. on the day following the expiration of the ninety-day period after final adjournment of the general assembly (August 5, 2020, if adjournment occurs May 6, 2020), unless a referendum petition is filed, in which case approval by voters at the November 2020 general election is required.

Applies to all teacher licenses issued on or after the applicable effective date of the act.
