HB 20-1251: Department of Local Affairs Supplemental Appropriation

• Appropriates $341,832,311 total to the Department of Local Affairs for fiscal year beginning July 1, 2019, amending Part XII of SB 19-207.

• Allocates funds across four major divisions: Executive Director's Office ($10.4 million), Property Taxation ($3.8 million), Division of Housing ($108.5 million), and Division of Local Government ($219.2 million).

• Appropriates $123 million in Local Government Mineral and Energy Impact Grants and Disbursements, with an estimated $67.65 million from the Local Government Severance Tax Fund.

• Provides $57.7 million for low-income rental subsidies and $36.5 million for affordable housing construction grants and loans through the Division of Housing.

• Includes funding for conservation trust fund disbursements ($50 million), volunteer firefighter retirement plans ($4.3 million), and various community development and grant programs.
