Transfers $7,466,648 from the general fund to the Information Technology Capital Account on April 1, 2020, when funds become available.

Adds a new transfer provision in addition to existing July 1 transfers of $15,206,760 (2018) and $12,342,676 (2019).

Allows transfers to occur on April 1 of a fiscal year if otherwise specified in the statute, modifying the previous July 1 timing requirement.

Specifies that these transfers are not subject to the appropriations limitations under Colorado Revised Statutes section 24-75-201.1.

Declares the act necessary for immediate preservation of public peace, health, or safety under the safety clause provision.
