Repeals Colorado Revised Statutes 17-27-108(7)(a), which required unexpended general fund money for criminal justice to revert to the general fund at fiscal year-end.

Redirects unexpended or unencumbered money from the Division of Criminal Justice general fund appropriations to a housing assistance cash fund for persons transitioning from the criminal or juvenile justice system instead of reverting funds.

Amends 24-32-721(4)(d) to establish the housing assistance cash fund, which receives transferred money from the Division of Criminal Justice and any general assembly appropriations.

Allows the housing assistance cash fund to retain unexpended money at fiscal year-end without reversion, making funds continuously available for the next fiscal year without requiring additional appropriation.

Declares the act necessary for the immediate preservation of public peace, health, or safety.
