Prohibits health systems from requiring carriers to contract with every facility within the system, pay uniform reimbursement rates across facilities, or contract with all hospitals to access lower rates.

Prohibits hospitals and health systems from requiring carriers to exclude other hospitals or health systems from contracts, or from prohibiting health care providers from contracting with competing facilities.

Requires health care providers to disclose to patients when employment or contract terms restrict their ability to refer patients outside their health system.

Classifies knowing or reckless violations as unfair or deceptive trade practices enforceable under the Colorado Consumer Protection Act.

Applies to contracts entered into or renewed on or after the effective date (August 5, 2020, subject to referendum petition).
