• Mandates covered facilities use an emergency notification service to communicate with and provide data to surrounding communities regarding air quality incidents caused by malfunctions, startups, shutdowns, upsets, or emergencies.

• Requires implementation of the emergency notification service within six months of the bill's effective date, with all costs borne by the covered facility.

• Applies to conduct occurring on or after the bill's effective date and declares the measure necessary for immediate preservation of public health and safety.
