Eliminates the requirement for fireworks exporters to verify out-of-state driver's licenses and vehicle registrations when selling fireworks for purchaser transport.

Allows exporters to sell fireworks for purchaser transport if the purchaser displays a valid driver's license from any jurisdiction outside Colorado and provides a valid wholesale, retail, or resale license number from a state or local authority outside Colorado.

Requires exporters to record the purchaser's driver's license number, issuing jurisdiction, and business license number on the bill of lading for sales.

Amends Colorado Revised Statutes 24-33.5-2006 regarding fireworks exportation procedures.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, or safety.
