Establishes a mistaken identity prevention registry allowing individuals with names or characteristics similar to criminal subjects to obtain certification reducing mistaken arrest risk, with information shared only as permitted under the act.

Creates enforcement mechanisms including annual audits of contributing agencies and tri-annual central repository audits, with remedies for violations including attorney fees, court costs, and damages up to $2,000 per intentional or reckless violation.
