Office of Respondent Parents' Counsel and Office of Child Protection Ombudsman must collaborate to develop recommendations for a written document notifying all parties of their rights during child abuse or neglect investigations, with recommendations due to the Department of Human Services by November 1, 2020.

State Department of Human Services must prepare a standard written document based on those recommendations by December 1, 2020, containing notice of rights for all parties involved in child abuse or neglect investigations.

The written notice document must be provided to any party subject to a child abuse or neglect investigation at the start of the investigation.

Act takes effect 90 days after final adjournment of the general assembly (August 5, 2020), unless subject to a referendum petition, in which case voter approval at the November 2020 general election is required.
