Defines secure transportation as urgent transportation for individuals experiencing behavioral health crisis, including transport for individuals under 72-hour treatment holds, those needing services under specified statutes, and those transferring between levels of care.

Exempts ambulance agencies and law enforcement from licensure requirements when providing secure transportation services on an emergency basis.

Directs the Department of Health Care Policy and Financing to create a secure transportation benefit under the medical assistance program by January 1, 2022.

Exempts secure transportation services from regulation by the public utilities commission and requires the state board of health to establish rules covering staffing, training (including de-escalation and trauma-informed care), operating procedures, complaint investigation, data reporting, and medical standards.
