Extends the sunset date for Colorado's Motorcycle Operator Safety Training Program from September 1, 2020 to September 1, 2025.

Changes motorcycle driver's license requirement language for MOST instructors from "endorsed for motorcycles" to "authorizes the holder to drive a motorcycle."

Increases advisory board representation by requiring two members who represent instructor training specialists instead of one.

Removes one advisory board position for a representative of motorcycle training providers not affiliated with the program.

Implements recommendations from the 2019 sunset report by the Department of Regulatory Agencies.
