Removes fantasy contest operator regulation from the September 1, 2020 sunset repeal date, continuing regulation under a new structure within the Division of Gaming rather than the Division of Professions and Occupations.

Relocates fantasy contest regulations from Title 12, Article 125 to Title 44, Article 30, Part 16, establishing the Director of the Division of Gaming as the primary regulator.

Maintains existing consumer protections including age verification, employee prohibitions, confidentiality safeguards, player fund segregation, audit requirements, and limits on script usage and entry submissions.

Distinguishes between small fantasy contest operators (maximum 7,500 Colorado players) requiring registration versus larger operators requiring licensing, with investigators only reviewing small operators upon complaint.

Directs all fantasy contest licensing fees, fines, and penalties to the Sports Betting Fund to support self-sustaining regulation and reduces Division of Professions and Occupations appropriation by $11,252 with 0.2 FTE reduction.
