Adds clarification to Colorado law that refusing immunization on grounds of medical, religious, or personal belief cannot be the sole basis for finding child abuse or neglect under Colorado's Children's Code.

Specifies that opting to exclude immunization information from the state immunization tracking system, by itself, does not constitute child abuse or neglect by a parent or legal guardian.

Requires healthcare providers to inform parents or legal guardians of minors about the option to refuse immunization based on medical, religious, or personal belief considerations under Section 25-4-903.

Requires healthcare providers to inform individuals, parents, or legal guardians about the option to exclude immunization information from the immunization tracking system and ensure the exclusion process is readily available and not burdensome.

Takes effect August 5, 2020, or if subject to a referendum petition, only upon approval by voters at the November 2020 general election.
