Amends Colorado Revised Statutes 22-32-108 to establish requirements for school district boards that adopt policies allowing electronic attendance at meetings.

Requires a quorum to include both members physically present and members attending electronically in order to convene a meeting.

Mandates boards have technology ensuring public members can hear electronic attendees and electronic attendees can hear public comments.

Requires boards to clearly describe methods of electronic attendance, including telephone, video conferencing, or other electronic means.

Requires boards to establish procedures ensuring electronically attending members have real-time access to all materials presented to physically present members.
