Allows liquor-licensed drugstore licensees to pay wholesalers through financial transactions or negotiable instruments other than cash, including bank drafts, money orders, and initiated electronic funds transfers.

Maintains the existing requirement that licensees licensed on or after January 1, 2017 must effect payment upon delivery of alcohol beverages rather than purchasing on credit.

Does not require wholesalers to make these alternative payment methods available to licensees.

Becomes effective on August 5, 2020, unless a referendum petition is filed, in which case it requires approval by voters at the November 2020 general election.
