State department of health care policy and financing must issue request for proposals by July 1, 2020 to contract with vendor for comprehensive care coordination and treatment training model for persons with intellectual and developmental disabilities and co-occurring behavioral health needs.

Selected vendor must demonstrate evidence-based model, success in multiple states, rural experience, at least 10 years working with intellectual and developmental disabilities population, maintain national outcome database, and provide training via teleconference technology.

Community-centered boards, mental health centers, and program-approved service agencies nominate up to 20 providers for training by August 30, 2020; state department may select additional 10 providers from underserved areas.

Selected providers must have clinical background and prior experience with intellectual and developmental disabilities population and must complete training and begin crisis coordination in communities by January 1, 2021.

State department shall reimburse participating providers at their current pay rate for time spent in training.
