Requires owners or operators of carpooling service internet applications to register annually with the Colorado Department of Transportation in a form and manner determined by the department.

Limits charges per trip to the federal Internal Revenue Service's mileage reimbursement rate for business use multiplied by the number of miles traveled.

Restricts drivers to transporting no more than six passengers (excluding the driver) at any given time and limits drivers to making no more than two carpooling service round trips per day.

Requires applications to disclose to users in a conspicuous manner that drivers and vehicles do not meet the operational requirements set forth in Section 40-10.1-605.

Defines "carpooling service" as a not-for-profit arrangement in which two or more individuals use a motor vehicle for transportation to the same or nearby destinations, excluding arrangements with political subdivisions, common carriers, taxicabs, charter buses, and other specified transportation services.
