Requires state governmental bodies to give preference to transportation services providers registered as SmartWay carrier partners when contracting for freight transportation.

Requires state governmental bodies to give preference to logistics services providers registered as SmartWay logistics company partners when contracting for coordination of freight transportation.

Defines "registered SmartWay carrier partner" as a business that transports freight and is registered under the EPA's SmartWay program or substantially similar successor program.

Defines "registered SmartWay logistics company partner" as a business that coordinates freight transportation and hires transportation services providers on behalf of freight-shipping organizations while registered under the SmartWay program.

Takes effect August 5, 2020, unless subject to a referendum petition filed within 90 days after final adjournment, in which case it requires voter approval at the November 2020 general election.
