HB 20-1322 Summary

• Beginning January 1, 2021, the property tax administrator must conduct a public hearing on proposed changes to property tax materials (manuals, appraisal procedures, instructions, and guidelines) before submitting them to the advisory committee.

• The administrator must publish notice of the public hearing at least 2 weeks in advance, including the date, time, place, and either the terms or substance of the proposed changes.

• The administrator shall maintain a list of persons requesting notification and provide free email notice of proposed changes, with optional mailing available at the requester's cost based on actual copying and mailing expenses.

• Interested persons may submit written or oral data, views, and arguments at the public hearing, and the administrator must consider all submissions when finalizing proposed changes.

• Any interested person may petition the administrator for the issuance, amendment, or repeal of property tax materials; petitions are open to public inspection, and the administrator must consider related petitions when proposing changes.
