HB 20-1329 Summary

• Requires each state department to submit an annual report of unfunded programs (programs receiving no appropriations or other funding for the last 6 fiscal years) to the legislative council staff by November 1, beginning in 2020.

• Each unfunded program report must include a brief description, the last fiscal year it received funding, and its statutory citation.

• Departments must present the unfunded programs report to their assigned joint committee of reference during the first two weeks of the regular legislative session.

• Authorizes the statutory revision committee to recommend legislation repealing unfunded programs identified in the reports, with intent that any remaining cash funds be returned to original payors or sources when possible.

• Legislation proposed by the statutory revision committee to repeal unfunded programs is exempt from the five-bill limitation under joint rules.
