Modifies the Colorado Governmental Immunity Act to clarify that health care practitioners and professionals employed by the University of Colorado Hospital Authority are not considered "public employees" unless providing services within their job responsibilities at facilities on the Anschutz Medical Campus or operating under the University Hospital license.

Limits governmental immunity for the University of Colorado Hospital Authority to only those facilities located on the Anschutz Medical Campus or operating under the University Hospital license, including off-campus locations.

Makes the Health Care Availability Act (Article 64 of Title 13) applicable to University of Colorado Hospital Authority health care practitioners, professionals, and institutions that do not qualify for governmental immunity under this bill.

Clarifies that the modifications do not grant any additional immunity beyond what is otherwise provided in the Colorado Governmental Immunity Act.

Takes effect September 1, 2020, subject to referendum petition; applies to acts or omissions occurring on or after January 1, 2021.
