HB 20-1331: Transportation Services for Medicaid Waiver Recipients

• State Department of Health Care Policy and Financing must create and implement an expedited provider enrollment approval process and expedited qualification review for transportation service providers by July 1, 2021, while maintaining required background checks, drug tests, training, and vehicle inspections.

• State department must develop a report identifying barriers and potential solutions to transportation service access within the long-term support and services system, addressing rates/payment structure, provider qualifications, and approval processes, with a goal to increase provider participation.

• State department shall engage stakeholders including individuals with intellectual and developmental disabilities, families, providers, transportation network companies, and the Regional Transportation District's ACCESS-A-RIDE program in developing the report.

• Report must be submitted to the Health and Human Services Committee of the Senate and the Public Health Care and Human Services Committee and Health and Insurance Committee of the House by January 15, 2021.

• These requirements apply to Medicaid waiver programs for elderly/blind/disabled persons, persons with intellectual and developmental disabilities, persons with mental health disorders, persons with brain injury, and children's personal assistance services.
