Adds "source of income" as a protected class in Colorado's fair housing law, prohibiting landlords from discriminating in rental or lease decisions based on whether a tenant receives government or private assistance, grants, or loans.

Defines source of income as any lawful and verifiable money paid directly, indirectly, or on behalf of a person, including employment income and payments from assistance programs.

Exempts landlords with three or fewer rental units from the source of income protections and allows landlords with five or fewer single-family homes to decline federal housing choice vouchers.

Permits landlords to check prospective tenants' credit provided they do so consistently for all applicants, and allows remedies if initial government housing assistance payments are delayed due to processing delays or government shutdown.

Appropriates $9,641 to the Department of Regulatory Agencies' civil rights division for implementation and takes effect January 1, 2021, subject to voter approval if a referendum petition is filed.
