HB20-1334 Summary

• Adds definitions for "child" (under 9 years) and "youth" (9-24 years) challenged by adversity such as poverty, substance abuse in household, family conflict, or delinquent behavior to the Tony Grampsas youth services statute.

• Expands program funding purposes to include community-based programs for children and youth addressing child abuse and neglect prevention, alcohol/tobacco/other drug use prevention, and student dropout prevention.

• Removes a one-time technical assistance grant program (up to $300,000) for evidence-based program certification.

• Changes fund carryover language to allow unexpended money at fiscal year end to remain available for department expenditure in the next fiscal year without further appropriation, rather than transferring to general fund.

• Modifies youth board member age requirements to allow members who reach age 26 during their term to remain on the board for the remainder of that term, and clarifies that executive director or their appointee serves on the board.
