Requires automobile recyclers purchasing 5 or more vehicles per year to obtain a license from the director of the auto industry division, effective July 1, 2021

Mandates licenses expire every 2 years and requires applicants to demonstrate good moral character, maintain a designated business location, and provide national motor vehicle title information system identification

Establishes application, license, and renewal fees set by the director based on administrative costs, deposited in the Automobile Recyclers License Fund

Requires recyclers to maintain permanent daily records of all vehicles and equipment transferred, report vehicles to the national motor vehicle title information system, and make records available for inspection

Makes it unlawful to recycle vehicles without an active license or to make material misstatements on applications; violations result in class 1 misdemeanor charges, fines up to $1,000, or license suspension/revocation

Article 21 is scheduled for repeal on September 1, 2030, with regulatory functions subject to sunset review
