HB20-1341: Capital Construction Planning for State Higher Education Institutions

• Changes the Colorado Commission on Higher Education's requirement to request 2-year capital construction projections from institutions into a requirement to review submitted projections at the commission's next available meeting.

• Removes the requirement that institutions amend their capital construction projections before commencing projects not included in their most recent projection.

• Eliminates the commission's obligation to prepare annual unified 2-year reports for capital construction and capital renewal projects exceeding $10 million (for non-new construction) or $2 million (for new construction).

• Specifies that the Capital Development Committee must hold hearings on projections within 30 days after submission during regular legislative sessions or within 45 days when the legislature is not in session, and requires each higher education institution to present its current projections at the committee's December hearings for informational purposes.

• Repeals requirements that the Capital Development Committee hold hearings whenever projections are amended and approve guidelines for classifying facilities as academic or auxiliary facilities.
