Appropriates $50,753,612 to the Colorado legislative department for fiscal year 2020-21, consisting of $49,517,990 from the general fund, $90,000 from cash funds, and $1,145,622 from reappropriated funds.

Allocates funds to major legislative entities: general assembly ($17,518,829), office of state auditor ($10,264,142), legislative council ($10,107,460), committee on legal services ($7,076,386), joint budget committee ($1,937,700), and PERA-related obligations ($3,848,995).

Appropriates $25,000 to the youth advisory council cash fund from the general fund.

Modifies the legislative department cash fund statute to allow $1.2 million of unencumbered funds from fiscal year 2019-20 to revert to the general fund, while continuing to carry over other unspent appropriations for future use.

Includes $24,000 in carryover funding from fiscal year 2019-20 for the legislative council's new member orientation program in 2020-21.
